PR - Sicangu Elders reorganization meeting, Sept. 24, 2010, Sinte Gleska University, Multi Purpose building.
Fifty-three participants signed the sign-in- sheet.
The meeting started out with an open floor, open microphone discussion, and several of the participants; (Ruben McCloskey, Homer Whirl Wind Soldier, Dorothy Marshall, Viola Burnette, Lois Antoine, to name a few) came forward and expressed their concerns. Those that did come forward to express their concerns basically reflected on the need for the elderly to get organized and become a strong and active voice for not just the Rosebud Reservation elderly but for all age groups. It was also agreed upon by those members present that the age limit for the new organization will be 55 years of age and older for membership for organizational purposes.
As an added attraction a prize bingo was conducted and several games were played before the noon meal was provided.
After the noon meal was served the organization meeting was called to order at 1:10 p.m.
The purpose of the meeting was to elect the new officers for the organization and select a new name for the organization. Ruben McCloskey agreed to chair the meeting until a new chairperson was voted in to office.
Motion was made by Conrad Black Bear to nominate Homer Whirl Wind Soldier as chairperson, seconded by Lois Antoine. Homer declined the nomination due to a busy schedule with his involvement with many other organizations.
Yvonne Jordan motioned to nominate Ruben McCloskey, seconded by Mary Lou Guerue
Vi Burnette nominated Dorothy Marshall, seconded by Wilma Janis
Chris Scissions nominated Gene Iron Shell, seconded by Melvin Running Horse
Dorothy Marshall nominated Lionel Bordeaux, seconded by Vi Burnette, Lionel declined the nomination due to his heavy schedule and his current commitment to go back out to all the communities as he has done before in 2009.
Isabel Wright made a motion for nominations to cease, seconded by Dixie Larvie,
Vote count was 16 in favor, 1 opposed, and 6 not voting, motion carried.
It was agreed upon by a show of hands that Roberts Rules of Order will be followed.
There will be a vote by secret ballot for Gene Iron Shell, Dorothy Marshall and Ruben McCloskey. Ruben asked Vernon Ike Schmidt and Mary Greaves to count the ballots.
Vote count: Gene Iron Shell – 6 Ruben McCloskey – 12 Dorothy Marshall -18
Dorothy Marshall was elected the new chairperson and so she took over the chairing of the meeting and gave a nice short thank you speech.
The floor was open for nominations for the Vice President position.
Wilma Janis nominated Ruben McCloskey, seconded by Yvonne Jordan, Ruben declined the nomination, he mentioned his busy schedule, but he vowed to stay actively involved.
Chris Scissions nominated Gene Iron Shell, seconded by Vi Burnette
Conrad Black Bear nominated Lois Antoine, seconded by Rosalie Whirlwind Soldier.
Ruben McClosky made a motion to cease nominations, seconded by Chris Scissions
Chairperson called for a voice vote and the ayes carried the vote.
Ballot vote for Vice President will be between Lois Antoine and Gene Iron Shell
At this time there was an announcement from Mary Greaves that she was donating $10 to any one who could come up with a new have for the organization.

Lois Antoine was seated as the new Vice President
For the office of Secretary Lois Antoine nominated Vernon Ike Schmidt, seconded by Frances Bordeaux
Isabella Wright made a nomination for nominations to cease, seconded by Ruben McClosky, the Chairperson call for a voice vote and the ayes won. Ike was seated as the new secretary for the organization.
For the office of Treasurer Vernon Ike Schmidt nominated Mary Greaves, seconded by Vi Burnette,
Ruben McCloskey made a motion for nominations to cease, seconded by Homer WWS, chairperson call for a voice vote for nominations to cease and the ayes won. Mary Greaves was seated as the new Treasurer for the organization.
Lois Antoine mentioned that we still need to elect the Sergeant at Arms, and Ruben agreed.
For the office of Sergeant at Arms Rosalie WWS nominated Conrad Black Bear, seconded by Ruben McCloskey
Chris Sission nominated Shirley Iron Shell, seconded by Lorraine Walking Bull
Wilma Janis made a motion that nominations cease, seconded by Lois Antoine, Chairperson called for a voice vote and the ayes won.
Vote count: Shirley Iron Shell – 5 Conrad Black Bear – 26
Conrad Black Bear was seated as the Sergeant at Arms.
With the voting out of the way Wilma Janis came up with a possible name for the new organization; Woksapa Yuhamani Okalakiciye, which translates Walk Forward in Wisdom, Chairperson asked for a voice vote on accepting the new name and the ayes won. Wilma donated the ten dollars back to the new organization.
There was discussion about the elder members coming up with a $1 per meeting donation fee to help defray future cost, no action was taken.
There was discussion that the Vision, Mission, Bylaws, Charter, and Organizational structure will need to be developed and this will be an initial duty of the new officers to start the development with the input from all the membership.
At this time Lionel Bordeaux came forward and committed the use of the SGU Multi Purpose Building for WYO future monthly meeting where as we can plan a noon meal, prize bingo’s and other activities. Lionel also pledged a donation of $1,000 to help kick start the new organization. The crowd was very pleased.
Motion by Dolores Kills In Water to have the new officer’s check with RST and SGU for help with the transportation for the elderly on the future meeting dates so we can make it to the meetings. Seconded by Wilma Janis, chairperson called for a voice vote and the ayes won, motion carried.
Motion by Wilma to adjourn the meeting seconded by Chris motion carried.
The prize bingo was started back up and everybody that was present had a great time and went home with a good feeling about the new organization, and they said they were looking forward to the next monthly meeting.
On October 1, 2010 three members of the executive committee; Dorothy Marshall, Lois Antoine, and Vernon Ike Schmidt met to set a date and agenda for the next meeting.
Topics of discussion:
1. It was agreed that each future meeting will start with a prayer
2. When people get up to talk there will be a five minute limit
3. We need to set up the following committees:
1. Health and Nutrition Committee
2. Legislative Affairs Committee
3. Community Wellness and development Committee
4. Executive Committee
4. The next meeting date for WYO will be October 29, at 11:00A.M. to 3:00P.M.
At the SGU Multipurpose Building, there will be a noon meal and Prize Bingo. It was agreed upon that the Executive Committee will be responsible for the development of the By-laws, Article’s of Incorporation, Tax Exempt Status, establish a checking account, and develop an accounting manual. The next time the Executive Committee will be October 22, at SGU Business Department office.
